Named Person

  • Submitted by: Meghan Gallacher, Central Scotland, Scottish Conservative and Unionist Party.
  • Date lodged: Monday, 06 September 2021
  • Motion reference: S6M-01025

That the Parliament expresses its concern regarding recent Scottish Government guidance in schools, in particular, the phrase "named person", which is referenced under the Getting it Right for Every Child section; considers that guidance aiming to tackle bullying and discrimination is welcome; is concerned, however, that the recent documents that the Scottish Government has issued stray into territory that is a matter for parents and children at home; notes that the Scottish Government previously attempted to introduce the named person proposals in the Children and Young People (Scotland) Bill in 2016 and, through the new guidance issued to schools, understands that children as young as four will be able to make life-altering decisions without their parents knowledge, and is concerned that the guidance might remove roles and responsibilities from parents, similar to that set out in the previous named persons proposals.
