Royal College of Physicians in Edinburgh Releases Report into Drug-related Deaths in Scotland

  • Submitted by: Neil Findlay, Lothian, Scottish Labour.
  • Date lodged: Friday, 05 March 2021
  • Motion reference: S5M-24307

That the Parliament welcomes the recommendations in a recent report by the Royal College of Physicians in Edinburgh regarding drug-related deaths in Scotland; understands that there were over 1,200 drug-related deaths in Scotland in 2019; notes that the report states that the issue of drug use should be treated primarily as a public health issue and that bold policies, such as the decriminalisation of the possession of drugs, safe drug consumption facilities and rolling out a heroin assisted treatment programme in all major centres in Scotland, should be considered to help reduce drug-related harms; further notes that the five key recommendations of the report are decriminalisation, constructive political debate, cross-party consensus, improving the socio-economic factors associated with drug use, such as employment and income, and key educational initiatives supported by the medical community, and believes that the Scottish Government should implement the recommendations in the report.
