To ask the Scottish Executive what conditions were attached to the funding to the Improvement Service in (a) 2007-08, (b) 2008-09, (c) 2009-10 and (d) 2010-11 and are attached for 2011-12.
Answer
All funding is awarded under the terms of the Scottish Public Finance Manual. In 2007-08, funding to the Improvement Service comprised both core funding and grants for specific projects. Since 2008-09, all funding has been for specific projects. Core funding terms were related to the delivery of an agreed Business Plan. Project funding is based on an individual grant agreement for each project, which includes both standard conditions and specific conditions which include the purpose, outcomes, targets and costs of that project. Project funding has covered a wide range of subjects including Shared Services, Customer First, Planning Development and capacity building for Community Planning Partnerships.

To ask the Scottish Executive what funding has been identified for the Improvement Service in the draft budget for 2012-13.
Answer
The Scottish Government provides funding to the Improvement Service for the delivery of individual specific projects for which there is an agreed business case. Allocations to individual projects will be dependent on proposals that come forward following the conclusion of the Budget Bill process and over the course of the financial year.

To date the Scottish Government has contributed a total of £5.905 million top-sliced from the Fire Capital Grant in 2008-09, 2010-11 and 2011-12 to Strathclyde Fire and Rescue’s Clydesmill Training Facility.

To ask the Scottish Executive how it will support the work of (a) BEMIS and (b) other black and ethnic minority organisations in the areas of active citizenship and human rights education.
Answer
The Scottish Government is committed to creating a modern, inclusive Scotland which respects, promotes and realises human rights for all citizens. In the current financial year, we are providing BEMIS with funding of £217,983, part of which helps support them to deliver their objectives in terms of active citizenship and human rights education. Decisions on future funding have not yet been made.

Answer
The Scottish Government does not provide funding directly to COSLA. The funding to local government is provided directly to individual councils through the local government finance settlement as part of a package of measures, which includes working together in pursuit of joint priorities and delivery of certain specific commitments.

The grant was to be used as a contribution to core costs (the day-to-day costs of the organisation and all other necessary purposes and for no other purposes whatsoever). Funding on offer was subject to achieving the key outcomes and outputs SCVO agreed to deliver over each year of the three year funding period. The list of outputs and outcomes were set out in a partnership agreement between SCVO and the Scottish Government in June 2006. Payment of the grant was also subject to the standard Scottish Government terms and conditions of grant (with the exception of removal of clause on ownership of Intellectual Property Rights).

The grant was to be used as a contribution to core costs (the day-to-day costs of the organisation and all other necessary purposes and for no other purposes whatsoever). Funding on offer was subject to achieving the key outcomes SCVO agreed to deliver over each year of the two year funding period. The list of outputs and outcomes were set out in a strategic partnership agreement between SCVO and the Scottish Government in April 2009. In broad terms, the grant contributed to advancing the values of the shared interests of the sector (50% of the grant) and supporting policy thinking in and around the third sector policy environment (50% of the grant). Payment of the grant was subject to the standard Scottish Government terms and conditions of grant (with the exception of removal of clause on ownership of Intellectual Property Rights).

The grant was to be used as a contribution to core costs (the day-to-day costs of the organisation and all other necessary purposes and for no other purposes whatsoever). In broad terms, the grant contributed to advancing the values of the shared interests of the sector and supporting policy thinking in and around the third sector policy environment. The policy conditions included agreement with the Scottish Government on a robust work programme for the year listing the activities, outputs and outcomes that the grant funding will support.
