To ask the Scottish Executive whether it will provide a breakdown of what the 2007-08 allocation of £5 million, shown under the "Strengthening Communities" category in table 6.07 of its Draft Budget 2006-07, will be used for.
Answer
The figures shown in budget documents relate to grant-in-aid and are provisional pending agreement between the Scottish Executive and Highlands and Islands Enterprise on operating plans. The operating plan for 2005-08 shows planned expenditure of gross income. Planned expenditure on Strengthening Communities in 2007-08 is £10.5 million (excluding operational staff).
The specifics of how this planned expenditure will be allocated to activities is an operational matter for Highlands and Islands Enterprise. A copy of the current operating plan is available on their website at:

To ask the Scottish Executive what its policy is in relation to land which has been subject to a compulsory purchase order but which is subsequently not required for the purpose specified when the order was made.

Circular 38/1992:
Disposal of Surplus Government Land – The Crichel Down Rules sets out the non-statutory arrangements under which surplus Government land which was acquired by, or under a threat of, compulsion should be offered back to former owners, their successors, or to sitting tenants.

To ask the Scottish Executive, further to the answer to question S2W-18559 by Tavish Scott on 15 September 2005, whether it will publish the independent assessments of the likely costs of construction of the Waverley Line and, if so, when.
Answer
The independent assessment confirmed that the construction costs as presented by the Waverley Railway Partnership are in line with what can reasonably be expected for the Waverley Line project at its current stage of development. Therefore, a detailed report has not been produced for publication.
