To ask the Scottish Executive whether the forthcoming draft budget will present directly comparable figures for previous and future years at levels one, two and three based on the current Executive structure and that in place prior to May 2007.
Answer
Final details on thecontent of this year’s draft budget are still being discussed and have yet to befinalised. Budgets will be shown on the basis of the new Executive structure andfigures for years 2002-03 to 2010-11 will be available on a comparable basis.

To ask the Scottish Executive whether it supports a commercial trial of electronic sheep identification and, if so, what conditions it would apply to such a trial.
Answer
It would not be the Scottish Executive’s intention to support any commercial trials of electronic identification(EID) of sheep. Any manufacturer wishing to trial EID equipment would do so purelyas a commercial decision.

To ask the Scottish Executive, further to the answer to question S3W-1647 by Stewart Stevenson on 24 July 2007, what the benefit to cost ratio would have been for the Larkhall to Milngavie rail project if it had been calculated on a 60-year basis, consistent with the other projects referred to in the answer.
Answer
The Larkhall to Milngavierail project was assessed by SPT under the appraisal system in place at the timewhich assessed schemes over 30 years. Sufficient detail of the analysis is not availableto extend accurately the appraisal to 60 years.

To ask the Scottish Executive whether it has any plans to re-establish area tourist boards as independent membership organisations.

This Government’sprimary aim is sustainable economic growth right across Scotland, and we see Scottish tourism playing a key role in achievingthat aim.
The Tourism Frameworkfor Change, which was prepared jointly by the tourism industry and the public sectorworking closely together, sets out an ambition to increase tourism revenues by 50%over the decade to 2015. This ambition is widely shared across the sector. We willensure that VisitScotland, EventScotland and the enterprise agencies collaborateeven more closely to attract more visitors to Scotland through world class marketingand innovative product development, helping to make Scotland a “must visit” destination.We will work alongside tourism businesses which share the ambition to grow revenuesby exceeding their guests’ expectations, making Scotland a “must return” destination.
As part of developingthis way forward, I shall be working with the tourism industry and public bodiesto consider whether any structural or other changes are necessary. As part of thisI look forward to meeting a wide cross-section of industry representatives, andhearing their views, at a seminar I am holding later in August.

Our prime objectiveis to increase the rate of Scottish economic growth and to ensure that this is sustainable.As a component part of this we want to improve the efficiency and effectivenessof the delivery of economic development activity and we are looking at how ScottishEnterprise can contribute to that. The results of this work once completed willbe announced in due course.
