To ask the Scottish Executive which reports on the third sector will be published in 2008, also giving an indicative timeframe for the publication of each report.

We expect to publish or support publication of a number of reports which relate specifically to the third sector during 2008. These include:

· Enterprising Third Sector Action Plan, published 18 June 2008;

· Health Case Studies, published by Senscot, April 2008;

· Social Enterprise Business Models: An Introduction to Replication and Franchising, to be published by CEiS, Summer 2008;

· Evaluation of the Futurebuilders Scotland Funding Programme - Social Research, Summer 2008;

· Scoping Study: Support for Social Enterprise Start-Ups - Social Research, Summer 2008;

· Business Development Needs of Social Enterprises in Lowland Scotland, to be published by Rocket Science, Summer 2008, and

· Social Enterprise Activity in Key Market Areas in Scotland, to be published by Rocket Science, Summer 2008.

However, third sector activity contributes to government priorities across portfolio responsibilities and directorates. This means that the sector’s roles and contributions will be considered in numerous reports during the year.

To ask the Scottish Executive, further to the answer to question S3W-13438 by Stewart Maxwell on 3 June 2008, what percentage of people were registered with an NHS dentist in each parliamentary constituency in the South of Scotland region in each of the last five years, broken down by age group.

The information requested is only available from March 2007. The tables present information as at March, June, September and December 2007. They do not represent the percentages of people in each parliamentary constituency who are registered. Registrations (numerator) are based on the postcode of the practice where the patient has registered with a general dental practitioner. The population (denominator) is based on where the patient resides, in this case the Scottish parliamentary constituency. In some cases, the number of registrations may exceed the actual number of “people” in the chosen population.

To ask the Scottish Executive, in light of recent accident statistics, what actions it plans to take to improve road safety on the A76.

Accident statistics are reviewed annually across the entire trunk road network and this forms the basis for the identification of the annual programme of accident investigation and prevention (AIP) works that Transport Scotland carry out to reduce casualty numbers on the trunk road network. To complement this reactive approach, new strategies are being taken forward to remove risk and prioritise initiatives aimed at preventing accidents and mitigating the effects when accidents do occur.

Work is currently underway on the road improvement scheme at Glenairlie and AIP works are planned to improve safety on the A76 trunk road as follows:

Mauchline passively safe island trial

Auldgirth to Skerrington route review - signs, high friction surfacing and lining

Vehicle activated sign installation - signs at Courthill, Auldgirth, Barburgh Mill and Enterkinfoot

Skerrington to Dettington roundabout

Safety fence review.

AIP works completed in the last year to improve safety on the A76 trunk road are as follows:

Sanquhar to New Cumnock - signs, high friction surfacing, lining

Passively safe signposts

Lincluden Roundabout - signs, high friction surfacing, lining and landscaping.

To ask the Scottish Executive which concepts were “parked” at (a) stage 1 and (b) stage 2 of the shortlisting in the options appraisal process for the Scottish Futures Trust, as outlined in Chapter 6 of Taking forward the Scottish Futures Trust.

As part of the development of the Scottish Futures Trust, a wide range of concepts was developed. The main concepts which were “parked” at stages 1 and 2 of the shortlisting in the options appraisal process for the Scottish Futures Trust, as outlined in Chapter 6 of Taking Forward the Scottish Futures Trust (Bib. number 45605) are given in the following tables. As the development work on Scottish Futures Trust continues, these concepts may be considered again.

To ask the Scottish Executive whether it would be (a) competent and (b) necessary under the Scotland Act 1998 for the Parliament to legislate to give local authorities the power to reduce council tax for holders of any bonds issued by Scottish local authorities.

It would be competent to draw up subordinate legislation to give local authorities the power to reduce council tax for holders of bonds issued by that local authority. The authority for this is drawn from section 80 of the Local Government Finance Act 1992, rather than from the Scotland Act 1998. As independent bodies, it would ultimately be for individual local authorities to offer such a facility, if enacted.

To ask the Scottish Executive which legislative provisions prohibit (a) it and (b) other organisations in the public sector in Scotland not classed as local authorities from borrowing money.

There is a wide range of legislative provisions which form the legal foundation of public bodies in Scotland. Section 66 of the Scotland Act 1998 establishes the powers of Scottish ministers and does not give them, or the bodies directly controlled by them such as health boards, general powers to borrow (there are some marginal exceptions).

The cost of a legal search to answer this question in greater definition could only be obtained at disproportionate cost.

Accident data held by Transport Scotland only covers those accidents resulting in injury or death.

The following table shows the number of drivers involved in injury accidents on each trunk road in 2007, broken down by driver age group.

The number of accidents does not match the number of drivers as there can be multiple drivers involved in each accident.
