Decision on Taking Business in Private

Good morning and welcome to the second meeting in 2017 of the Scottish Commission for Public Audit. I ask members and witnesses to keep their questions and answers concise and to the point. I also ask everybody to make sure that all their electronic devices are on silent mode.
