To ask the Scottish Government what action it is taking to ensure that communities hosting energy infrastructure receive direct benefits from it. (S7O-00192)

Renewable energy is a key part of our journey to net zero and Scotland already produces huge amounts of renewable power, with the potential to create much more. However, too often, communities such as those across Argyll and Bute host the required infrastructure without feeling the benefits, while continuing to pay some of the highest energy bills in the UK.
Does the minister agree that all energy powers should be devolved to Scotland so that we can ensure that Scotland’s energy production has greater benefits for the people of Scotland?

I, too, am pleased that our Scottish National Party Government has extended the rural and islands housing fund to 2028. From the perspective of the islands that I represent, I recognise the issues that Liam McArthur has raised. Will the cabinet secretary tell us a bit more about how the fund is helping to increase the supply of affordable housing on Scotland’s islands, such as the ones that I represent in Argyll and Bute?

I thank the minister for that comprehensive answer. He will be aware that, in Argyll and Bute, tourism is the heart of the economy and the community. In Inveraray, hotels such as the George provide work for locals and a warm welcome for visitors. Does the minister agree that the Scottish Government needs to introduce a fairer system of rates for hospitality businesses, to ensure that those key businesses can maintain jobs, standards and investment?

To ask the Scottish Government when the review of business rates will be published and whether any changes are being considered for hospitality businesses. (S7O-00163)

The First Minister will recall his recent visit to the Scottish Association for Marine Science in Oban. I understand that SAMS has an immediate cash flow problem, which is impacting its short-term sustainability. Given the significance of SAMS to Scotland’s research, innovation and marine sectors, and its importance to the economy of Argyll and Bute, there is an urgent need for collaborative engagement between Highlands and Islands Enterprise, the University of the Highlands and Islands and the Scottish Government to secure long-term sustainability for SAMS. Will the First Minister direct ministers to swiftly engage with SAMS to identify how best to support that vital organisation?

In this atmosphere of collaboration, I, too, wish to recognise the point that Daniel Johnson and the minister made about involving industry. I see great examples of that, one of which involves Renewable Parts in Lochgilphead and Scottish and Southern Electricity Networks working with Oban high school.
The latest statistics on positive destination are demonstrative that the Scottish National Party Government’s investment is reaching where it matters most. What work is under way to ensure that access to work, training or further study is not limited by a young person’s background, given the unique challenges facing rural and island communities, such as those in my constituency of Argyll and Bute?

I am about to.
That is how we improve things—not by the constant negativity that we hear from those on the benches to my left.
George Orwell wrote “1984” in Barnhill on the Isle of Jura in Argyll and Bute. I cannot help but think of his warning that language can be used to distort reality. My constituent reminded me why I came to this Parliament—

—not to tell people that Scotland cannot succeed, but to build a Scotland that does.

I will finish my story first, if the member does not mind.
That support has meant that those people have remained in Argyll and Bute, working in good jobs, contributing to the community and reducing population decline.
