Provisional UK Common Framework on Plant Varieties and Seeds
Letter from the Minister for Environment and Land Reform, Mairi McAllan, to the Convener, 4 February 2022
Dear Finlay,
In the previous parliamentary session the then Cabinet Secretary for Rural Economy and Tourism wrote to the then Rural Economy and Connectivity Committee on 16 December 2020 with summaries of the proposed common framework on Plant Varieties and Seeds. I am now writing to you to share the text of this provisional Framework with your Committee.
My officials, together with their counterparts in the UK Government, Welsh Government and the Northern Ireland Executive have been working jointly to develop the Plant Varieties and Seeds Framework. This provisional framework was confirmed by the portfolio Ministers of the four governments in January 2021. I am sharing this provisional framework for your Committee to scrutinise.
This provisional framework consists of a Framework Outline Agreement and Concordat. Please find an updated cover page attached, with the Framework Outline Agreement and Concordat included as annexes. My officials are happy to provide any further information if that would be helpful.
I am copying this letter and all attachments to Dean Lockhart MSP, Convener of the Net Zero, Energy and Transport Committee as they may take an interest in some of these matters, and to Clare Adamson MSP, Convener of the Constitution, Europe, External Affairs and Culture Committee due to the Committee’s interest in the overall UK Common Framework programme.
