The fourth item on our agenda is consideration of whether the regulations have been laid under the appropriate procedure. The regulations have been laid under the negative procedure. The Delegated Powers and Law Reform Committee considered the instruments at its meeting on 10 September and agreed that it was appropriate for the instruments to be considered under the negative procedure. We have received advice to the same effect from the Scottish Parliament information centre.
