Good morning, and welcome to the third meeting in 2018 of the Health and Sport Committee. I ask everyone to ensure that their mobile phones are on silent, and I remind people that although it is perfectly acceptable to use mobile devices for social media, there should be no recording or photography, please, as we have people in the Parliament to do that for us.

We have received apologies from Sandra White.

Agenda item 1 is subordinate legislation. As colleagues will know, we have two instruments that are subject to negative procedure to consider, the first of which is the National Health Service Pension Scheme (Scotland) (Miscellaneous Amendments) (No 2) Regulations 2017. No motion to annul the regulations has been lodged, and the Delegated Powers and Law Reform Committee has made no comments on them. As members do not wish to offer any comments on the regulations, does the committee agree to make no recommendations on them?

National Health Service Superannuation Scheme (Scotland) (Miscellaneous Amendments) (No 2) Regulations 2017 (SSI 2017/434)

No motion to annul the regulations has been lodged, but the Delegated Powers and Law Reform Committee has made comments to Parliament on deficient drafting. I invite comments from members. We are required to report on the regulations by 5 February, which gives us a little time. Do members agree that we should write to the Government to ask it how it intends to address the point that the Delegated Powers and Law Reform Committee has raised?
