PE01613: Taking account of sound sensitivity in regulating antisocial behaviour and environmental health

Housing Planning

Petitioner: Craig Thomson

Status:
Closed

Date Lodged: 01 August 2016

Calling on the Scottish Parliament to urge the Scottish Government to provide for the needs of people who experience sound sensitivity due to disability or medical conditions to be taken into account in legislation and guidance on noise and antisocial behaviour.

Petition History:

Summary:

27 October 2016: The Committee agreed to write to the Scottish Government, the National Autistic Society, Scottish Autism, the Royal Environmental Health Institute of Scotland, the Scottish Federation of Housing Associations and local authorities. Link to Official Report 27 October 2016

30 March 2017: The Committee agreed to close the petition under Rule 15.7 of Standing Orders on the basis that there is no support for the action called for in the petition but recognition that there are options open to individuals who may be more sensitive to noise on a case-by-case basis. Written Submissions:

I feel people with disabilities, medical conditions or mental health problems are still discriminated in society. It is now 2016, I feel society should change and politicians should lead by example.

I also have major sound sensitivity, I know how frustrating it can be to deal with people who just don't understand. I truly hope somebody does something for you soon.

Imagine being able to hear your neighbours speaking in your house. Imagibe never getting a good nights sleep and so feeling at the end of your tether. This was what life was like for my brother due to his heightened hearing ability a facet of his autism. The resulting stress may have contributed to his heart failure

Please implement practical solutions such as soundproofing floors as standard practice in shared residential buildings, and raise awareness in relation to the suffering caused to people with conditions causing noise sensitivity. Also bring in more compassionate legislation to help people more quickly who may have loud mentally ill neighbours, so that both parties don't have to wait many months for action to be taken by a mental health assessment team.
