PE01628: Consultation on service delivery for the elderly or vulnerable

Petitioner: R Maxwell Barr on behalf of Struan Lodge Development Group and Dunoon Community Council

Date Lodged: 13 December 2016

Calling on the Scottish Parliament to urge the Scottish Government to ensure that all changes to service delivery for elderly and/or vulnerable groups by Integrated Joint Boards responsible for health and social care are underpinned by the principles of openness and accountability and are therefore subject to detailed public consultation and full democratic scrutiny before final decisions are made and those decisions implemented by the Boards.

Petition History:

2 February 2017: The Committee took evidence from R Maxwell Barr, Chair, Struan Lodge Development Group and Kenneth Mathieson, Convenor, Dunoon Community Council. The Committee agreed to write to the Scottish Government, Scottish Health Council, NHS Scotland, Audit Scotland and COSLA. Link to Official Report 2 February 2017

20 April 2017: The Committee agreed to refer the petition to the Health and Sport Committee under Rule 15.6.2 of Standing Orders. Link to the Official Report

25 April 2017: The Committee agreed to close the petition but ageed to incorporate it into its inquiry on Integration Authorities - Consultation with Stakeholders.

Written Submissions:

What is the point of consulting on a proposal which has been passed by an Integrated Joint Board?

You are allowed to help in implementing a proposal but not in formulating it. Is this democratic?

You take what you get! And lump it!

This home is needed for the residents & makes a difference to the quality of their lives.

Surely thorough consultation with the public before decisions are made will result in a more refined outcome suitable for the community.

Struan Lodge provides and has provided a valueable service to our community caring for some of our most vulnerable family members. The care and attention they receive is essential for their wellbeing. This is a service Dunoon needs now and in the future to take care of our loved ones.

Any attempt to diminish such services would rebound upon those championing such a cause as there would unwelcome publicity in all media.

Can not believe this great care home is going through this again, my mother was cared for and looked after by a great team of staff till the very end they care for all there residents very lovingly treat them with dignity which makes the residents and staff a happy family unit. YOU CAN NOT CLOSE THIS CARE HOME

Extremely important that the public is consulted before a decision, Particularly important with the kind of geographical problems of access we have to the NHS.

Struan Lodge is where I was born in 1946. I feel strongly that this building should continue to be used to help the people of Dunoon.
