The Parliament agreed that the Offensive Behaviour at Football and Threatening Communications (Scotland) Bill should be treated as an Emergency Bill at the meeting of the Parliament on 23 June 2011.
The First Minister announced later that day the Scottish Government would seek to lengthen the Bill’s timetable for Stages 2 and 3.
