In order to obtain the right to introduce a Member’s Bill, an MSP must first lodge a draft proposal (a short outline of what the Bill would do), accompanied by a consultation document (or a statement of reasons why consultation is unnecessary), and then lodge a final proposal, which must obtain cross-party support from at least 18 other MSPs.
