Question
To ask the Scottish Government what schemes are in place to help industrial buildings achieve the net zero emissions requirements by 2050 set out in the Energy Efficient Scotland: Route Map, and how much funding is available through each scheme.
Answer
On 2 May the First Minister launched Energy Efficient Scotland, the stated goal of which is to achieve near zero carbon wherever feasible by 2050, and in a way that is socially and economically sustainable. The associated Route Map sets out our vision for all buildings in Scotland – that by 2040 all our buildings are warmer, greener and more efficient – and how we will deliver on the National Infrastructure Priority for Energy Efficiency.
Our Route Map to an Energy Efficient Scotland does not set requirements for industrial buildings to achieve net zero emissions by 2050.
However we are supporting businesses and helping them to improve the energy efficiency of their properties. We have introduced a cash back incentive to our SME loan scheme, which offers cash back of up to 30% of costs of energy efficiency works ( up to £10,000). We are proposing that energy efficiency standards for non-domestic buildings are continually extended so that by 2040 all buildings are improved to the extent that is cost-effective and technically feasible. This will include industrial buildings.
The Route Map sets out a clear timetable for a review of existing non-domestic energy efficiency regulations with new regulations coming into force in 2021. As part of this we will improve the information and advice that is provided where an energy assessment is undertaken, to help building owners considering cost effective improvement.
We are seeking views on our proposals through the Energy Efficient Scotland consultation, including views on what legislation may be needed to support delivery of our energy efficiency programme.
