Single-use Plastic on Cigarette Filters

  • Submitted by: David Stewart, Highlands and Islands, Scottish Labour.
  • Date lodged: Tuesday, 16 October 2018
  • Motion reference: S5M-14337

That the Parliament understands that almost all cigarette filters are made of cellulose acetate plastic, and that cigarette butts take years to degrade, releasing toxins that are a significant threat to the marine environment; believes that around four billion of these are disposed of in Scotland each year; understands that Keep Scotland Beautiful and Zero Waste Scotland are concerned about the prominence of them on the country's streets and beaches; believes that, although a majority of smokers consider that filters reduce the heath impact of smoking, they do not in fact do so and that, instead, they make smoking easier and more palatable; acknowledges the wishes of many to reduce the presence of waste in the environment through action to tackle single-use plastics and shift the balance toward more environmentally-friendly alternatives, and believes that these discussions should include finding alternatives to health-neutral plastic cigarette filters, which, it considers, bring no health benefits and are one of the main components of waste in seas, streets and beaches.
