The aim of the Parliament is to achieve the highest standard of fire safety for its occupants, structures and contents, whilst having due regard for operational efficiency and the desire to facilitate ready access for the public.
The Scottish Parliament campus at Holyrood has been designated for fire precautions purposes, as Crown Property by Statutory Instrument 1999/677 “Scottish Parliamentary Corporate Body (Crown Status) Order 1999".
The Fire Safety Policy adopted within the Parliament campus at Holyrood is authorised by the Scottish Parliamentary Corporate Body (SPCB) and is implemented and developed by the Fire Safety Adviser through the Fire, Health and Safety Committee. The Fire Safety Adviser is responsible for maintaining the fire safety management system, acting as the "competent person" under Part 3 of The Fire (Scotland) Act 2005 (as amended) and The Fire Safety (Scotland) Regulations 2006.
Fire safety procedures are monitored and reviewed by the Fire Safety Adviser and are available on the Intranet These procedures give information and guidance for dealing with all fire incidents ranging from minor fires to major emergencies, fire drills, training and for the evacuation of part of or the whole of the Parliament in the event of a major fire.
The following policy statement is made on behalf of the SPCB:
“The Parliament’s policy on first aid fire-fighting is that building users should only attempt to tackle small incidents of fire and that they should be confident that they have the appropriate training and the correct extinguishing equipment; and that by doing so they will not put themselves or others at risk. Should a single fire extinguisher fail to put out the fire, individuals should abandon attempts to tackle the blaze, close the door to the room involved and leave the building by the nearest safe exit".
