Lead Analyst Developer (Sharepoint Administrator & Developer)

The Scottish Parliament exists to define, debate, decide and legislate on issues of importance to the people of Scotland. It holds the Scottish Government to account and is answerable to the people of Scotland. The Parliament’s Business Information Technology Office (BIT) supports, develops and maintains the IT applications, infrastructure, solutions and services that facilitate the business of the Parliament and its Members. We support about 1250 network users, mostly at Holyrood, but also in more than 100 local offices.

You will be joining the Application Support & Development team whose primary functions are to develop, support and maintain the existing application landscape which facilitates the business of the Parliament. You will be will be responsible for supporting, developing, managing and maintaining the on premise and cloud-based Sharepoint platforms.


Reporting to the Applications Support and Development Manager, you will be responsible for leading on the administration, support, resilience, maintenance, design, development & future roadmap of the technologies and business services that comprise the Parliament’s on premise and cloud-based Sharepoint platforms. These platforms are critical in facilitating Parliamentary business including; the parliamentary business services that run on the platform (on premise), file storage and collaboration services for the Scottish Parliament staff (on premise), a Document Records Management repository (on premise) and as the key file storage for MSPs and their support staff (cloud-based).

Other duties include:

  • Working with colleagues within the BIT Office in promoting and further exploiting the Sharepoint platforms generally.
  • Responsible for leading on the monitoring and performance tuning of these platforms, including the application of standards and best practice.
  • Ensuring the ongoing integrity, availability and performance of these systems and their accompanying software.
  • Maintain and further develop, implement and oversee the policies and procedures required in managing these platforms.
  • Carefully select and exploit Third Party add-ons, where deemed appropriate, in order to complement the platforms and deliver additional value to the business.

Skills, Knowledge and Experience Required

With relevant professional experience, ideally with a relevant degree or professional diploma in IT, you will have the following skills:

1. Technical Skills

  • Experience and knowledge of the administration, configuration, maintenance and support of an enterprise Sharepoint platform.
  • Experience of support and development in all or a significant range of the following tools and technologies; Sharepoint, InfoPath, VB.NET, C#, SQL Server  2014, SQL Server Reporting Services, WCF, PowerShell, Windows and Web-based Applications. Knowledge and experience of Angular JS, MVC and/or WPF  would also be advantageous.
  • Experience in applying the software development life cycle including the planning, analysis, design, development and release of new and enhanced business solutions. Proven ability to develop and execute Test Plans and approaches to ensure the quality of the product delivery. Exposure to both Waterfall and Agile development methods would be advantageous.
  • Ability to develop an excellent understanding of the organisation’s application landscape and the experience to perform a technical role within a project team delivering change in support of the needs of the business.
  • Ability to develop colleagues’ knowledge and skills in order to enhance the team’s capability and deliver better supported services to the business

2. Communication skills

  • Excellent communication skills, including the ability to communicate at all levels, to technical and non-technical colleagues

3. Team Working and Collaborative Working skills

  • Flexibility in terms of taking on different team roles and helping others by resolving conflicting workload priorities.
  • The ability to form effective and supportive working relationships within your team and when working with teams involving colleagues from across the organisation.
  • The ability to perform a coaching and/or mentoring role for colleagues.

4. Problem solving and decision making

  • Excellent analytical abilities and leadership in determining the causes of website or collaboration system outages and how to resolve them.
  • The ability to recommend, schedule, and perform software improvements and upgrades.
  • The ability to estimate and plan workload effectively taking account of available resources and any time constraints. High level of organisational understanding (including business drivers,  priorities and KPIs).
  • Completer/finisher able to see work through to completion.

  • Minimum: £32,709
  • Year 1: £35,062
  • Year 2: £37,414
  • Year 3 (Max): £40,560

You will progress at the rate of one scale point per year provided you are performing your duties to the required standard. Your progression date will be the anniversary of taking up the appointment in the grade. You will be paid monthly in arrears by Bank Credit Transfer directly into your bank or building society account on the last banking day of the month.
